Job Description:
The purpose of this classification is to operate equipment and
perform specialized work involving maintenance of parks and
facilities, which may include equipment repair/maintenance,
carpentry projects, general construction work, irrigation projects,
weed/pest control, or other functions as assigned.
The following duties are normal for this position and tasks will be
assigned in one or more of the following specialized areas:
irrigation, carpentry, equipment repair/maintenance, general
construction work, and weed/pest control. The omission of specific
statements of the duties does not exclude them from the
classification if the work is similar, related, or a logical
assignment for this classification. Other duties may be required
and assigned.
Assists in leading a team of workers ensuring proper and safer
operation of all equipment; provides training, guidance, and
assistance to other workers; monitors status of work, inspects
completed work, and troubleshoots problem situations.
Operates/drives a variety of heavy equipment or large vehicles with
specialized functions involving performing or maneuvering to
exacting tolerances and specifications or involving operation of
complex mechanisms to perform work tasks; operates light/medium
equipment or vehicles involving routine operation to drive from
point to point or involving use of basic/simple maneuvering
mechanisms to perform tasks.
Ensures availability of adequate equipment, tools, parts, supplies,
or other materials needed to conduct projects; assists in
determining amount of materials needed to complete projects;
initiates request for new/replacement materials; purchases or picks
up supplies/materials as needed.
Operates a variety of equipment, machinery and tools used in
department projects and activities, which may include a utility
truck, trailer, dump truck, bucket lift, scissor lift, tractor,
front end loader, backhoe, spray truck, hydraulic equipment lift,
tractor, mowing equipment, reel mower, rotary mower, push mower,
chipper, weed eater, edger, leaf blower, box blade, sod cutter,
trencher, tiller, roller, concrete mixer, concrete cutter, striping
machine, pressure cleaner, pump, vacuum, base tool, welder, cutting
torch, drill press, table saw, radial arm saw, jig saw, palm
sander, belt sander, router, grinder, chain saw, pole saw, pick ax,
spray pump, airless spray gun, nail gun, shovel, rake, pitchfork,
broom, ladder, measuring devices, meters, gauges, carpentry tools,
roofing tools, plumbing tools, painting tools, mechanic tools, or
hand tools.
Hauls, transports, loads, or unloads various equipment and
materials associated with department projects.
Follows safety procedures, utilizes safety equipment, and monitors
work environment to ensure safety of employees and other
individuals.
Provides information and instruction to other employees in
equipment operation, maintenance, and safety.
Assists in maintaining inventory of equipment, tools, parts,
supplies, or other materials; ensures availability of adequate
supplies, parts, and materials needed to conduct projects; assists
in determining quantities and types of materials to be used in
projects; initiates request for new/replacement materials; picks up
parts/materials from local vendors as needed.
Prepares or completes various forms, reports, correspondence, logs,
service/maintenance records, spraying records, inventory records,
or other documents. Uses personal electronic device to log
activities in the Town's work order system.
Receives various forms, reports, correspondence, purchase receipts,
performance charts, maintenance records, inventory records, field
drawings, layouts, activity schedules, architectural drawings,
policies, procedures, catalogs, operational guides, MSDS sheets,
manuals, reference materials, or other documentation; reviews,
completes, processes, forwards or retains as appropriate.
Communicates with supervisor, employees, other departments, the
public, vendors, and other individuals as needed to coordinate work
activities, review status of work, exchange information, or resolve
problems. May require being on-call.
Maintains an awareness of laws, requirements, trends and advances
in the profession; reads professional literature; maintains
professional affiliations; attends seminars, workshops, and
training sessions as appropriate.
Duties when assigned to Carpenter:
Performs carpentry and general construction work on
parks/recreational buildings, equipment, and facilities, such as
constructing or repairing wood structures, building cabinets and
countertops, refinishing cabinetry or woodwork, finishing/sanding
wood, shaping wood, trimming laminate, preparing surfaces for
painting, applying paint to surfaces, installing drywall, repairing
carpet/tile flooring, repairing roofing surfaces,
repairing/installing locks, installing concrete slabs, minor
plumbing, stucco repair including textured finishing, and repairing
park tables and equipment such as playground equipment. Performs
tasks associated with building repair/maintenance
projects/activities, which may include painting interior/exterior
walls, building cabinetry, installing doors, assembling/erecting
cubicles, hanging storm shutters, moving furniture/equipment and
office and cubicle remodels. Performs inspections on various Town
properties including bridge, gates, fencing etc.
Duties when assigned to Irrigation Technician:
Assists with mowing, weeding, trimming and maintenance as needed;
Performs irrigation system repair/maintenance work for
parks/recreational facilities, such as trouble shooting two wire
irrigation systems, checking/setting time clocks on irrigation
systems, troubleshoot and repair commercial pump control panels and
controllers, review plans for upcoming Town irrigation projects,
install new zones and systems for parks, ensure subcontract work is
performed to the Towns standards, design and install drainage at
Town parks, inspecting proper operations of each zone of irrigation
systems, checking anti-siphon pumps, repairing/servicing pumps and
wells, repairing pipe breaks, replacing sprinkler heads, servicing
valve assemblies, cleaning filters, or checking voltage levels.
Monitors park facilities to identify problems or needed repairs,
such as broken sprinkler heads, bug problems, minor plumbing work,
repairs to beach showers and drains, or other situations requiring
attention; reports problem situations to supervisor or other
personnel as appropriate.
Duties when assigned to Spray Technician:
Assists with mowing, weeding, trimming and maintenance as needed;
Performs tasks involving weed/pest control for parks/recreational
facilities, such as measuring and mixing chemicals, interpret and
follow pesticide labels, calibrating spraying equipment, applying
pesticides and herbicides, hand pulling weeds, posting cautionary
signs around work areas, and scheduling chemical applications
around game/event schedules. Also responsible for keeping MSDS
books current, maintaining a detailed and accurate application
record, scout and identify pests and disease on athletic fields,
monitor turn condition, managing inventory and usage of
applications for pesticides and fertilizers, developing turf
maintenance programs, working within budgetary limitations,
enforcing Town rules and regulations, performing safety inspections
on all spraying equipment, assisting with installation/repair of
irrigation systems, and watering-in of chemical applications.
Duties when assigned to Small Engine Mechanic:
Repairs, maintains, and services all facility equipment, small
vehicles, hand and power tools, and small generators. Inspects,
diagnoses, and repairs mechanical defects/failures in
Utilities/Stormwater, Parks & Public Works equipment including but
not limited to, diesel, electrical and gasoline-powered trenchers,
rollers, mowers and other mechanical equipment used to maintain the
Park system.
Troubleshoots, diagnoses, and performs general overhaul (removed
rebuild) on various diesel, electric, and gasoline-powered
automotive engines, equipment and generators.
Repairs and replaces shock absorbers, transmissions for riding
mowers, adjusts clutches, install generators, starters, relay
switches, lights, regulators and tires; changes and charges
batteries, repairs lights, adjust and relines brakes and
straightens fenders and dents; inspects and adjust mowers daily and
performs field inspection of equipment to ensure that it is
properly working; operates cutting torches or welding equipment to
cut or join metal for equipment repairs, custom fabrications on
projects at various town parks.
Complies with OSHA safety standards and helps ensure staff
compliance; prioritizes equipment repair and maintenance work;
reports faulty equipment; responds to "emergency" repair situations
as needed; performs preventative maintenance on the equipment in
Parks & Public Works.
Provides training to co-workers on proper cleaning procedures for
parks equipment, maintains debris pile, sand pile, clay pile, and
mulch pile, maintains shell rock drive around shop area, keeps shop
and work area clean and organized to keep a safe working
environment; keeps maintenance records/logs and inventory on all
equipment; orders and tracks the purchase and accuracy of repair
parts and replacement supplies;
ADDITIONAL FUNCTIONS
Provides assistance to other employees or departments as
needed.
Performs other related duties as required. This may include
removing trash weekly from Maintenance Facility, setting up
tables/equipment for meetings/functions, cleaning building areas,
sweeping surfaces, or mopping floors.
Small Engine Mechanic: 3-5 years of experience as a mechanic
maintaining, repairing, and rebuilding gasoline and diesel small
engines, machinery, and hydraulics on golf carts, utility vehicles
and sports turf equipment and has experience with reel and bed
knife grinders and back lapping is required. Equipment & Engine
Training Council (EETC) Certification in areas of small engine
repair is preferred; must possess a High School Diploma or
equivalent; must possess a valid Florida Driver's License; should
have own tools relative to specific mechanical tools.
Spray Technician: 3-5 years of experience in chemical spray
maintenance for Bermuda turf is required. Possession and
maintenance of valid Ornamental and Turf/Core license from the
State of Florida, or the ability to obtain the required license
within six months of hire. Considerable irrigation experience
preferred.
Irrigation Technician: Experience working with Bermuda turf, solar
irrigation systems, two wire irrigation systems, and previous
commercial experience preferred. Must possess a High School Diploma
or Equivalent. Must possess and maintain a valid Florida Driver's
License.
Carpentry: 3-5 years of experience as a carpenter. High school
diploma required; successful completion of trade /vocational school
and/or apprenticeship program preferred.
Data Utilization: Requires the ability to calculate and/or tabulate
data. Includes performing subsequent actions in relation to these
computational operations. Human Interaction: Requires the ability
to provide guidance, assistance, and/or interpretation to others
regarding the application of procedures and standards to specific

Requires the ability to operate and control the actions of
equipment, machinery, tools and/or materials requiring complex and
rapid adjustments. Verbal Aptitude: Requires the ability to utilize
